Regulations work when it’s unified. The internet is too broad for that. Same reason why piracy is illegal, but I could easily find 20 piracy websites. And if all of them got taken down, I’d easily find another 20 to take its place.

And don’t get me wrong, they should definitely still try to regulate tf out of it. But unless majority of countries pass similar regulations, the punishment is high, and you remove anonymity, I don’t think it’ll make a dent.
