i volunteer at a shelter that does this and as much as it sucks returning them, it actually helps make them more adoptable! the more experience they get doing different things and meeting different people helps them feel more comfortable with humans and ultimately can make them friendlier, more trusting, and more likely to get adopted. i’ve done a doggy day out before and it was quite fun! i took him to campus and he got to meet alllll kinds of people, and someone that we met that day adopted!
