As someone in the vet industry, most meds are prescription only to prevent people trying to treat pets without any diagnostics and avoid improper use of meds. Ex. steroids- they’re wonderfully helpful short term, but can cause issues with long term use or stopping them too suddenly. They can also have bad effects if mixed with other drugs (steroids + NSAIDs= bad) or be quite harmful if given to the wrong species

Controlled drugs are also strictly regulated to hopefully minimize if not avoid abuse by humans. It is ridiculous how much some places charge for an appointment and meds nowadays though and I truly don’t have a good answer as to why treatment for aquatics is different 😭 If you’re struggling to pay for meds for a cat or dog, I highly recommend going with a generic instead of name brand and looking at places like GoodRx that might have them for cheaper than a pet pharmacy. Get pet insurance too!
