It’s originally from a self insert Star Trek fic in like the 60s or 70s written by someone named Mary sue but it’s essentially like? A (usually female) character who’s already fully maxed out in terms of achievement and therefore completely static. I’d argue that Anakin skywalker is like, the modern example. He’s like 8 with no training or experience and already the best at everything Main Character when he’s first introduced in the Star Wars prequels.
