Sorta? It was created as a fanfic archive that would censor essentially nothing, because a lot of fanfic sites at the time didn’t allow certain content or had vague rules on what was and wasn’t allowed. So now we have ao3! But I do believe the creator ships incest too lol

It was founded so people could freely post fanfics that had a wider range of topics in them. The Omegaverse was started because of a Jared/Jensen fic that was published based on a kink prompt that someone made talking about wanting to see Alpha male Jared knotting Bitch male Jensen
