What about using refrigerants to cool? (Someone who works in ai says that this is a good option but it’s more expensive) anyone know if downsides?

It does, yes. Btw there’s other options for cooling than fresh water, they’re using the fresh water because it’s CHEAPER THAN OTHER LESS DAMAGING OPTIONS

It’s thermodynamics, you have to get rid of the heat somehow. Even with refrigerants you have to vent the heat out into the air
