I can’t make a character until I have a really good name, and then I build the whole character around the name. Some favorites for me include Shoeleather, a bug man rogue with zero understanding of social cues and a love of shiny things, Salazar, 20 year old human wizard who dropped out of school because he got framed for arson, and Bastian, orc monk with a cursed arm who got raised in a human monastery so none of his clothes fit and he constantly knocks things over. Heart of gold though.

I go to baby name websites (especially Welsh names), read thousands of names, compile the ones that I like, and then look up the meaning and origin of each one to see what resonates.
