The DMV is the DC metropolitan area, not DC and all of Virginia and Maryland. Baltimore is not the DMV. The DMV includes DC obviously, Arlington, Fairfax, Loudon and Prince William counties in VA, and Montgomery, Prince George and Charles counties in MD

Because it includes parts of Maryland and Virginia because the DC metropolitan area is more than just DC itself. The Tri-state area is the metropolitan area for NYC and includes parts of NJ and parts of CT and ofc NYC but it doesn’t include all of NY, NJ and CT
