
I don’t think Hoover is in the top 3 worst more like an honorable mention. The stock market was gonna crash regardless of what he did. His policies didn’t help the situation at all but FDR new deal wasn’t what pulled us out of the Great Depression either, it was WW2 that saved America.
jackson, for all his faults, did his actions with almost all of congress behind him and through what were flimsy but legal means, as opposed to trump where a large portion of his actions violate the constitution in some way. this may have to do with the gradual expansion of executive powers from the 1800s to now, with FDR actually having some of the most blame for that particularly
