They charge you less per line the more lines you have so it ends up being the same total bill for more phones. Though if Verizon is the phone company that best serves your area and you’re the only person who will ever be on your plan, look into the beans Visible, it’s Verizon’s cheapo service that uses the same towers

If you choose visible you will need to pay off the Verizon phone (assuming that they gave you a “free” phone)

This is true, if the biggest part of your bill is paying off the phone nothing can really help you until that contract is finished

Well technically it’s not a contract, but you have to the pay full remaining balance for the phone if you cancel Verizon (switch to visible)
