No they have not. Trump, in the first three months of his presidency, traded more stocks than all of Congress - all 535 members - trade in a year. He openly takes bribes for pardons, and steals money from the public purse to pay cronies who tried to sack Congress for him. By doing "but both sides do it" you are running cover for his corruption, whether you want it or not.

Yes, those presidents made funds for victims of government issues as part of a live lawsuit by those people against their government. Trump sued, in his personal capacity, himself, in his official capacity, and then settled with himself to give money to people he wants too.
