It’s not even illegal and bruh there are schemes like this on much more regulated exchanges that fleece people for hundreds of millions and stay listed for years. They don’t give af nor do they act like a police force and chase after people. They regulate through requiring transparency and filings every few months and leave it up to people to decide whether they should actually be putting their money in this stuff and whether they want to accept the risks
