I know, I'm sorry, but often the simplest answer is the correct answer. I personally notice that when I don't really care about someone, and they start crying, I just feel agitated or nothing at all. Like 'Oh great, now I gotta deal with this/put on a show pretending I care and calm them down and make them feel loved and validated. Sighhhh so much effort.' But when someone I actually care about is crying? Even if I'm beyond exhausted, I CARE CARE. It's my immediate mission to ease the tears.
