At my school, and many others, the CS department is part of their college of engineering. My own thoughts aside, I think that answers the question.

I believe it is both engineering and applied mathematics.

I think if you apply it, CS can be engineering, like software engineering. Like how physics is to mechanical engineering as CS is to software engineering. It’s a lot of the same basic principles but the degrees teach them for different purposes and applications.
