In your mind, is a “big” school based on conference or enrollment? For example, Kennesaw State has over 50,000 students but most people think of it as a small school for athletics. Meanwhile Duke has only 16,000 students but is considered a major player

some of these big state colleges (kennesaw, ucf, jmu, utsa) are too commuter-heavy to have a culture that would make it feel big, while schools like duke or notre dame have a strong community so they feel bigger because students/alumni talk about it more
