Tbh it really depends on your skin and the artists hand. I have plenty that healed flat but i have others that are raised up. And sometimes thats that are flat raise up if my skin is too cold. I personally dont mind that raised tattoo. It doesnt take away from the art and if anything i like that run my hand over the design and “feel” it
