I think that’s fair, if it’s not something you’re super into and she doesn’t want to do the same for you, you shouldn’t be expected to keep doing it

I have expressed to her that I wasn’t sexually satisfied and feel like I’m doing all the heavy lifting. She says she would very much like to do more, but never does and nothing changes…

It sounds like you need to follow up, which is frustrating, but necessary as to avoid that resentment. With sex its tricky to balance worrying about feeling entitled to sex but also feeling undesired without having the sex you want to be having
