No, it’s not always true. Women are also capable of being shy even when they’re really into someone

i had similar situation, and it appears that he was just nice to me and responded when i talked to him but wasn’t interested in more

you can try to wait and see if he initiates conversation if you will stop doing it

I think it’s true— of extroverted and/or confident people. An introverted person (even a confident one) might show you in quiet ways. But someone that’s shy might not be able to show you obviously at all. But the flip side of that is sometimes someone just doesn’t like you and they’re too polite to say so, so they’ll be nice when you seek them out but not seek you out.
