This is the most accurate description- formal but not suit and tie formal. So op just to piggy off this comment since they gave the best description of business casual- examples of formal but not suit and tie formal would be: dress pants, dressy shirts, polos, blazers, cardigans, skirts, office dresses, regular t shirts can be used with blazers, cardigans, or vests to dress them up and make them more professional. Then shoes is going to include more than just heels for women and dress shoes for

Men. Men can wear dressy walking shoes now or like those slip on shoes, and women can now include sandals, flats, and boots and dressy sneakers instead of just heels. It really is like this person said- professional but anything besides a full formal suit whether it’s for men or women. There’s lots of options and combinations for one to comply with business casual 👍

Well a t shirt could be worn, but only if paired with a blazer, cardigan, or vest to dress it up.
