I find that the best relationships come from friendships. Join a community, a circle, a club, find a group of people who all share a similar interest/passion to you. Chances are there might be someone there who catches your eye. In the group, chat with them more, get to know them better, find more opportunities for one-on-one conversations. See where that leads…

Don’t even use the word “date”, puts too much pressure on the other person. Just get to know someone from class, talk about class stuff and the professor with someone from your class, get to know them and then ask if they want to get lunch on campus or some other place. Then take things from there
