this is just in general but a good rule of thumb for top tier compliment to a stranger is compliment something that the person *chose*. i usually go with how they do their hair or something they’re wearing (or their style generally). not only is it nice but the attention to something that was a conscious decision means more. it also opens up a place to start a conversation
