they probably train a wider variety of muscles, while lifters train a few to a larger degree

I would say so just because for most cases, generalizing isn’t going to be accurate. Plenty of people who “just lift” have made very functional builds. Also what defines something as “functional” is entirely dependent on what is the goal being sought

If by “functional” muscle you mean like stabilization and long term health like I saw elsewhere in this post, then it probs to depends how seriously both take it. For Pilates girls it depends how often they go, for lifters it’s depends how serious they are (since in order to more seriously lift you need to do stabilization/baseline exercises/lifting so ensure you can continue lifting without getting injured.
