This is very dependent on the person, but if it turns out he feels similarly, it is also possible he may accidentally think you don't want him to so he isn't initiating in hopes of being respectful. If you both are single and you like him, you should totally feel free to be the one to initiate asking him out if you wish

Oh gotcha, if that's the case, then I hate to say it's possible he doesn't feel the same as I feel like most of the time, people will offer an alternative time to meet if they wanna hang out. I'm really sorry! Maybe he's different from most people though. What has your relationship together been like so far?
