Strong eye contact (at least my definition of it) means you’re staring at them quite frequently so may or may not be a sign of flirting however some guys may catch feelings if they see you staring so frequently

Yes it is. I've always believed that women are most honest with their eyes. 2+ clear eye contact moments at a function is enough for me to realize she likes me
