Flirt with him a little, he might just be shy. Compliment something on him and see how he reacts

This can vary quite a bit depending on the man. Really the only blanket advice I can give without knowing him is look to see if he treats you differently than other people (ei if he gives only you hugs, he might like you but if he does that to several other girls, he might just be a hugger) and look for patterns of behavior (ei. you catching him looking at you once might not mean much, but if he also goes out of his way to talk to you or sit by you consistently over time, he prob likes you)
