Yes, especially more shy and socially awkward guys who don’t want to drive the woman they like away by giving unwanted contact and being labeled a creep or touchy feely.

Definitely not always. I wouldn’t take someone being nervous to touch you or not being nervous to touch you as any sort of a reliable sign one way or the other.
