Sometimes, but if they are really that pretty the sinking feeling I’ll never see them again and the regret I know I’ll carry for the next two days if I don’t approach them usually forces me into it

A lot of things that boil down to my insecurities and how I think women would react if I approached them for something like asking for their number, due to the actions of many women over the years on the internet and social media, along with the general bad press guys get due to our higher number of more violent and creepy men compared to women.
