Been in a similar situation and the men around me ignored until one guy decided to help, then all of a sudden they felt like helping, why did they have to wait until someone had the courage to do what they could've easily done?
To provide another reason besides the bystander effect. Men can also be intimidated by other men and some guys aren’t willing to be beat up for it. Another thing is that some men are told that women will say “no” but actually mean they want you to continue to chase them

Teaches men to ignore and distrust women's words, ignore that women also have autonomy, encourage male competition and dominance (like the fear or intimidation of other men preventing them from acting)
