Yeah more or less. Both the show and movie end on Anthy and her choice to pursue freedom/her own story. Utena is Anthy’s “Prince” but she doesn’t save her like the stereotypical Prince/Princess dynamic because Utena and Princes can only help or be there for Anthy and Princesses but ultimately A/P can only be free if they choose to save themselves
