i agree, many times they finish up one or two arcs and end the 12-episode run with an open ending (in hopes for a second season) or a conclusive ending exclusive to the anime. many older anime had OVAs first that would then evolve into long episode seasons. i find that the OVAs were similar to the 12 ep anime we have today in the sense that they are used to see if the show is popular with viewers = higher ratings = more seasons. that’s my observations
