NTA If you can, take your bro out alone just the two or three of you. Maybe w him and his friends? Ice skating is cool and cheap. Just pay for him. It’s his b day so do what he may like or want. I see mom’s perspective of wanting a whole family lifestyle but she also needs to understand like being younger, if the family doesn’t like them then it probably is not the best Fit. But also if she does see it long term you both also have to make a small common ground on it bc she’s happy

I don’t think they hate him but imagine having to bring along that one kid in middle school that was really cringey and edgy. Like no one hated them they were just weird and you wouldn’t be the bad guy for not wanting to invite them to your bday
