Because putting restrictions on where people can and can’t go based on things they cannot control is considered segregation. This is different for minors because of safety but cannot apply to older folks because they age at a variety of rates. Would you want to live a free life and then one day have a bunch of restrictions put on you even if you’re still healthy.
