That is true. When meeting the king of England, there is a thick book of palace protocol for both royals and subjects how to behave, dress, speak, and even eat at the table. There are rules when a monarch is waves at people and on the table what to ask to eat. Basically in the long run no one really knows the totality or the book and the kings themselves need advisors telling them what to do to follow that protocol book.
