I would approach a girl in public if she was doing an activity that I was interested in (eg playing piano in public, drawing, certain board games) and that I could strike up a decent conversation about. As for if she is single, I have a strict habit of presuming all girls are single, ace, and aro until explicitly told/shown otherwise. It helps not make things awkward, and I would much rather have a friend than a GF.
