their societal duty not to steal unknown items (rather than necessities to live) from fellow individuals (rather than corporations) is greater than their societal duty to tell on people imho

Considering that it’s a federal offense, unless what they found was like, a body part or a murder weapon or something super unethical, i feel like they don’t have a societal duty to snitch. And if it was something like that and they told, I feel like they might get a lighter punishment.
