As of now modern science does not know the answer to that question and I doubt that we will within our lifetimes.

I answered no but this is a good question so I will take a stab at it. I don’t think the patterns we see around us indicate an intelligent higher power. I’m not sure exactly what you mean be intelligent design tbh, an example would be helpful for me to form a proper counter point. If you mean stuff like patterns across different animal species or just how beautiful the stars and their patterns are, those can (broadly/eventually) be explained by a variety of scientific theories and experiments.
