Trans men don’t have balls because they are biological women, there is no possible answer to your question. Taking testosterone doesn’t make you grow balls.

Bottom surgery can include implants, supposedly they can feel the scrotum but don’t have nerve endings in the implants themselves (kinda like fake boobs ig).
