Go somewhere often as like a routine, you might see the same people. Even if you don’t, compliment people and if someone stops to talk to you, tell them “I’ve never seen anyone else with a [niche thing] before that’s so cool!!”

all the clubs are major based and none goes to them besides the people who make them

Make a club and have that be your reason to go up to strangers or go to a club that has nothing to do with ur major or at least some similarity and just talk to the person there and see what happens. The biggest thing with making new friends is you NEVER know what’s going to happen

Like just find some common ground as best you can. My best go to is to try to make people laugh or if something funny happens in class you can laugh at it and look at someone else. Idk I hope this makes sense because I’ve accidentally made friends this way, it’s so organic

Poke around and see if any of them are interesting. Theres a history club on my campus, and I’m a history major, but it’s really just like boardgames and Pictionary and shit. Not hardcore history. If th ones there are like that, it won’t matter if they’re all for majors
