I keep it simple, esp when I don’t know the other person. “I love your top/jacket/shoes/jewelry/bag, it looks so cool”

People like compliments about the stuff they like, or about risky fashion choices. So compliment their outfit or fashion sense or the most non conventional part of their outfit
