“Hey I really like hanging out with you and i wanted to ask I if we could go out on a date to test the waters romantically.” Be upfront and casual, no pressure, and suggest a date or romantic-adjacent activity, not just ‘I have feelings’

Tbh if they like you u can’t really say anything wrong. It’s the same as when you or someone laughs at a joke that’s not funny bc you like someone. If they feel the same they’ll accommodate just to get close
